Ebrahim Rasool of the ruling African National Congress (ANC) has resigned as premier of the Western Cape province. He will be replaced by provincial minister for finance and tourism Lynne Brown, also of ANC. The change comes at a time when ANC is facing strong internal divisions and a fall in popularity nationwide ahead of general elections in 2009.
